Comprehensive wage reform will be implemented, and the minimum wage in the public sector will be equal to the minimum average wage in the regional industrial and commercial sectors. The list of positions will also be submitted to the competent authority for review and decision.

Interior Minister Pham Thi Thanh Cha sent a supplementary report on the implementation of the parliamentary resolution to deputies and will serve it at an inquiry session early next week.

Regarding salary reform, the minister confirmed that sufficient resources have been allocated to implement the six items simultaneously in accordance with the Central Committee’s Resolution No. 27.

Among them, the minimum wage standard in the public sector will be the same as the lowest regional average wage standard in the corporate sector.

On the one hand, this is conducive to improving life, and at the same time, it limits the situation of cadres, civil servants, and public servants changing jobs and careers; it creates motivation, improves quality, work efficiency, and public service ethics…

The wage policy reform will be implemented from July 1, 2024 and it is expected that the package will be submitted to the competent authorities through the list of positions in the political system from the central to the commune level.

In terms of financial resources, the central government has recently reduced 17 levels of comprehensive departments; reduced 8 general departments, ministries and commissions, and 145 departments/committees; at the same time, at the local level, reduced 7 departments and 6 other administrative agencies, thereby helping To streamline personnel and create sources for wage reform.

This is also the solution proposed by the Minister of the Interior to reduce the number of people receiving salaries and allowances from the state budget; at the same time, the ranks of cadres, civil servants, and public servants will be adjusted according to their positions, professional titles, and leadership positions as the basis for the future implementation of the salary system.

Ms. Tra said that after the salary policy reform roadmap is approved, the Ministry of Interior will recommend that the government promulgate a decree to guide implementation; and cooperate with the Central Organizing Committee to submit the “Decision on the New Salary System for Party Departments, Fatherland Front and Political and Social Organizations” to the Secretariat for promulgation …

From July 1, 2023, the basic salary will increase to 1.8 million VND, and the maximum salary for civil servants will be 14.4 million VND/month; the lowest level will be 2.43 million VND/month.

Meanwhile, the minimum monthly salary for employees working in enterprises in Zone I is currently VND 4.68 million; Zone II is VND 4.16 million; Zone III is VND 3.64 million; Zone IV is VND 3.25 million.

According to the expected plan, the National Assembly will question the fields of internal affairs and justice; security, order and social security; inspections; courts; prosecutors; the review will start on the morning of November 7.
